INCERT operates systems that are critical to national administration. As the organization prepared to support state-level initiatives – including services for the Chancellery of the Prime Minister of Poland during the EU Presidency – it became essential to establish an environment meeting the highest standards of security and reliability. The client needed a scalable infrastructure to ensure uninterrupted cryptographic and digital-identity services while reducing costs and downtime risk. Growing demand for digital services required continuous availability of e-identity and cryptographic platforms. The legacy setup was hard to scale, costly to maintain, and no longer met evolving security expectations – creating outage risks that could delay strategic government projects and erode public trust. INCERT’s management entrusted Sii with building and operating the Azure cloud platform.
Azure platform delivered in a Managed Services model
Sii Poland executed the engagement in a Managed Services model, combining Azure, DevOps, and Security competencies. A dedicated engineering team was supported by 24/7 monitoring and security specialists. The scope covered both implementation and long-term operations.

Sii’s scope included:
- Design and configuration of the environment based on Azure Kubernetes Service (AKS), Application Gateway with WAF, Azure Firewall Premium, Azure DDoS Protection, Microsoft Sentinel, Microsoft Defender for Cloud, and Azure Database for MySQL, aligned with public-sector security and regulatory requirements
- Infrastructure as Code: automated provisioning and standardized configurations with Terraform
- Operational automation: administrative and maintenance task automation using Windows PowerShell
- Governance and transparency: full visibility into implementation and operations using Jira
- 24/7 Managed Services: environment monitoring, incident handling, root-cause analysis, access management, patching, and proactive maintenance
- Application platform licensing to enable the client to launch and scale new services on standardized infrastructure
Technical work began in October 2023, and the system was ready for go-live by year-end, confirming Sii’s effectiveness in the agreed delivery model.

By implementing a complete Azure platform, Sii Poland provided a secure, stable environment with a guaranteed 99.9% availability – ready to support nationally significant projects. The new infrastructure enables rapid application deployment and integration of additional e-identity services while maintaining compliance with public-sector security requirements.
Automated processes and 24/7 oversight by Sii reduce maintenance costs, increase control over the environment, and lower the risk of human error. The project allows the client to focus on developing applications and serving public institutions instead of day-to-day infrastructure administration.
